Upwelling waters that are considered as abundant fishing grounds with high capacity for exploitation, have been widely studied  in the world. Upwelling phenomenon in southern Vietnam were firstly studied under NAGA Program (in collaboration with Scripps institution, California) for investigation of Vietnam Sea and the Gulf of Thailand from 1959 - 1960.
After the independence of South Vietnam in 1975, studies on upwelling waters were carried out by the Institute of Oceanography through several national programs such as: The study on physical and hydrographic conditions of Thuan Hai to Minh Hai waters (1978 - 1980); Physical and hydrographic conditions of Vietnamese Continental Shelf (1981 - 1985); Hydrographic and dynamic structure of Bien Dong (East Sea) (1986 - 1990) and particularly in special study on strong upwelling phenomenon in south-central coastal regions, Vietnam - KT 03.05 (1991 - 1995).
Objectives
Long-term objectives
-       Based on previous studies, continue to determine upwelling rules in south-central area of Vietnam.
-       To assess upwelling impacts on ecological and biogeochemical conditions in the area.
-      To forecast the occurrence and changes of upwelling phenomenon in study areas that play important role for appropriate management and exploitation of Vietnam Sea.
-       To strengthen researchers' capacity and capability, establish material facilities and enhance scientific and technological potential for oceanographic development in Vietnam.  
Short-term objectives
-       To assess and check previous physical and biological scientific results while experiment with 3D model for calculating physical and biological parameters directly affect strong upwelling phenomenon in the south central continental shelf of Vietnam.
-    To establish adequate and qualitative database while supplement and update information from previous surveys in order to develop an adequate and reliable oceanographic database system.

Expected Results
-       Database system of upwelling waters with parameters of temperature, salinity, current, fish spawn and fry etc.
-       Special reports from surveys and data analysis (5 reports).
-       Reports on impact assessment of upwelling phenomenon to environmental and ecological factors and some other factors related to biogeochemical cycle in the study areas. 
-       Experimental results of  3D model for calculating current focus on Vietnam continental shelf.
