Conference on the Results of the Philippines-Vietnam Joint Oceanographic and Marine Scientific Research Expedition in the South China Sea (JOMSRE-SCS I-IV) Halong City, March 26-28, 2008.

In 1994, Philippine President Fidel V. Ramos and Vietnamese President Le Duc Anh entered into agreement on the cooperation on marine scientific research and environment protection in the South China Sea. Under the framework of this agreement, Viet Nam and Philippines have carried out together 4 research cruises:
 
JOMSRE I (from 18 April to 9 May 1996)
JOMSRE II (from 27 May to 2 June 2000)
JOMSRE III from 14 to 26 April 2005
JOMSRE IV from 14 to 29 April 2007
 
The Conference on the Results of the Philippines-Vietnam Joint Oceanographic and Marine Scientific Research Expedition in the South China Sea (JOMSRE-SCS I-IV) was held on 26 to 28 March 2008 in Ha Long City, Vietnam. The conference presented the results of the four marine scientific research expeditions conducted in the South China Sea as a prelude to an enlarged and enhanced level of maritime cooperation that will include the participation of other ASEAN member countries, China and international organizations towards the direction of implementing UNCLOS Part IX on Enclosed and Semi-enclosed Seas.
 
The Conference was significant as it marks the first cooperative undertaking between two countries in regard to marine scientific research and conservation of the environment in the South China Sea. Moreover, the Conference aims to consolidate relevant scientific data that can serve as baseline for further studies on the impact of climate change in the South China Sea.
 
The Conference was participated by over 40 Vietnamese and 16 foreign scientists and managers in the field of marine science. 20 scientific papers have been presented.
 
H.E Mr. Vu Dzung, Vice Foreign Minister of the S.R. Vietnam presented a opening remark to the conference.
 
Opening Remarks of Undersecretary RAFAEL E. SEGUIS, Office of Undersecretary for Special and Ocean Concerns (OUSOC), Department of Foreign Affairs, Republic of the Philippines was presented by Mr. Alberto A. Encomienda Acting Assistant Secretary, Office of Legal Affairs, Department of Foreign Affairs, Philippines.
